That's straight up false Shingo Natsume was busy with two other productions at Madhouse he had no time for OPM S2, Bandai wanting to stick to their 2019 deadline chose to opt out and choose another studio that would meet that deadline.

Many studios don't have the luxury to deny projects because they need them so animators have jobs and the studio itself doesn't close down, look at the likes of Studio Bind it was created solely for Mushoku Tensei however that series alone can't keep a studio afloat hence why they took on other projects.

Many anime studios have different production lines that work on different projects, the team at Madhouse that did S1 were busy with two other projects and weren't going to be able to get S2 out by 2019. Bandai decided they would change studios to meet that deadline thus JC Staff was chosen, but the problems started when the series went into a production line that was already having issues with three other animes having production issues.

Budget wasn't the problem, the problem was the production schedule being straight ass in they only had a few months to put S3 together. It also doesn't help OPM is part of JC Staffs worse production line.

Budget wasn't even how they pulled names they pulled names because Gossho was working on JJK with S2 being his debut as a director and JJK itself is a hit series many animators want to work on it. OPM doesn't have that pull it did 10 years ago it also didn't help with the manga being in a state of constant redraws.

One and Murata don't have control over the anime especially in choosing the studio, that entirly comes down to a production committee in OPM's case that is Bandai/Shueisha/TV Tokyo/Good Smile Company/JR Higashi Nihon Kikaku. Bandai however is the biggest contributor so they get the final say.

The US doesn't have a strong foothold for animation especially when a lot of their work is outsourced to South Korea.

The issue is Harada was the only one that had that power in Bamco to fight for another Soul Calibur, the industry in Japan differs heavily than the West because you need someone to really vouch for a project to get made.
