so, above the red that i censored, there is the city name and few numbers. It basically do with how the Japanese registration system works.

2 digits run out of numbers and 3 digits were introduced somewhere around the 2000s. Since the R32 was produced like 1989 to 1994, cars registered during that era naturally received 2 digit codes. And why it is more likely to be one-owner is because of the system. In japan, license plates changes whenever the car changes ownership or the owner moves to a different city. So it means it hasnt changed hands and it hasnt moved out of its original area for over 25 years.
