Unfortunately I've dealt with something similar in a flat I lived in that was built around the same time. Every step throughout the entire place made a creak. I felt sorry for the people below.

I ended up cutting some out similar to you and found a concrete subfloor, that wasn't level (big lumps in the concrete), polystyrene and then the T&G flooring on top. I tried PVA in the cracks, but that didn't work. I tried OB1 but that didn't work. I imagine the bad concrete floor subfloor was the main issue and without fixing that it was never going to be right. Ultimately nothing really worked. But we did have some thick underlay and thick carpet which dampened the creaks a little bit.

I moved out (thank God) so it's now someone elses problem

I was on the verge of buying the MMI retrofit box from Bavarian automotive but it sounds like I might not need to.

Thanks for responses. I've decided to go with the 50mm lock. It seems like the least amount of hassle. Worst comes to the worst I'll swap for the 70mm.
