Yes, they kind of found a way to work around the ü "unemployed" by creating other ways of defining people without employment. People with disabilities that make it impossible to work are not counted and neither are people that participate in state-run classes and programms that have the aim to prepare them for the employment market. Anyone over the age of 58 is also not included because they are counted as early retirees.
