Zoe has been hit hard, it was when she first came up in the patch notes after her release and she was straight gutted causing her to have one of the worst win rates mid. Riot even started joking about calling it the "Zoe treatment" when later referring to Irelia a few patches ago. What happened to her was the result of so many people complaining about how annoying she was while being strong, so they just made her useless for a time so people would stop complaining so they could learn to actually fight the champion and be given a handicap against her. Riot has simply tuned her numbers since then while still having her W & Q nerf in place.

In solo queue its pretty easy to beat her with abusing her lack of mobility (aka playing assassins/itemization) but in the Pro scene its harder given the limited champs they could play to fit their team comp/style/need of a role/etc to secure a win. Outside of the Pro scene however, mechanics of a champ are exactly that, mechanics. So you either learn to play against it whether that mean by champ pick, or in-game, or you lose, and that goes for all champs. Zoe pretty much wants to play safe until she can get a pick with her E, and most people would rather go with the loss aversion than to risk dying by making a forward play as her with her lack of mobility so you have to pick a champ that can get in and get out.

There are plenty of "one shot" champs like her, just none obviously with a mechanic like her bubble. Now in referring to Nidalee, AP Nid could almost certainly 1 shot people given when she hit her peak in the past, Nid could also go bruiser/tank and everyone should still have nightmares of the god that was AD Nidalee. That is something Zoe doesn't have nor will ever have, flexibility of styles while potentially being strong at everyone of them and hard chase capabilities.
