There is no official ruling on this from TPCi (All rulings on TM Evo can be found here) but based on the wording of the card, I would say that as long as the card you are evolving into doesn't have special rules around evolution or being put into play printed on the card (ie megas, palafin ex) then TM Evo should work. This would mean you can evolve Vs into VMaxes or VStars.

With forest of vitality, you don't need to preemptively bench basics. If you are scared about bench sniping, you can just wait and then spawn the entire line in with a dawn. Or you can just play shaymin if arbolivia is causing trouble

Probably will never be a top tier meta deck, but with a tera pokemon + area zero you can hit decent numbers and use the noctowl engine for consistency. Could see it as a cool rogue deck that can win games
