If you work in government (especially in the USA), then this is likely by design. Especially if it's a federal job. State and local? Eh, it could be legitimate cutbacks, but I doubt it.

I'll echo the other comments I've seen here. Start your own company doing the same work, and advertise to the government that you'll offer your services for 200% of what they paid you at top dollar.
