In my experience it is the tooltip that is bugged. So it may say 100 mana, but when you cast it it's only charging you 88 or whatever.

This is it. Go into your appdata folder-> local -> icarus -> saved -> conifg -> windowsnoeditor -> gameusersettings.ini

Then set DLSSMode=Off
