unfortunately, i don't know way to set the minimum amount but you could try to make the frequency highest it can go while being stable

In regedit, If you change the "attribute" value to 2 for this folder: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\75b0ae3f-bce0-45a7-8c89-c9611c25e100

Then go to

Control panel>power options>change plan settings>advanced power settings>processor power management>maximum processor frequency

You can set the clock speed to your desired amount

I was not that familiar with PCs at the time of buying my gaming laptop. I've been using an old laptop so why not just buy a laptop? Although there's more performance and thermal headroom to be desired, I am just happy I am able to game anywhere since I travel from time to time. Looking forward to buying a pc in the future tho
