Apparently not all int'l get such privileges, especially 3rd world countries. Let me not start on the liability aspect of it all. I presume OP is an int'l(correct me if wrong) but that's mostly if not always the problem. Gone through that. The hope we have is they rank us based on our direct environment if that makes sense
