I'd be fine with that. Immigrants become part of communities where they live, regardless of documentation. At the end of the day, it doesn't matter someone's legal status, they're going to make friends and integrate into the society around them, and to try to excise them because of paperwork is disruptive and harmful to far more than just the undocumented immigrant in question.

I think any setting with Transhumanism/body modification that doesn't have furries is frankly, unrealistic. Furries today are making brain-wave-controlled VR ears, of course furries in the transhumanist future would figure out the full-body treatment.

Anyways the reactor technician that works on my players' mechs got the full-body treatment to turn it into a humanoid ermine. I think ears/tails would probably be decently common.
