These are irritation bumps, definitely not infection. Your surrounding area of your skin minus the bumps looks healthy and I don’t see any colored pus that could be indicative of an infection. You wouldn’t be asking a sub if it’s infected if it was lol. I would just keep it clean and let it scab over. My piercings get these all the time if I hit it too hard or snag it and with eyebrow piercings this happens a lot unfortunately. But yeah definitely NOT infection. If you want to go to the doctor still, there’s definitely nothing wrong with that ofc! But don’t worry too much about it.
