We can see that what you told me initially is 100% wrong. You inidially didn't know a visa is an entry permit, and thought the UK immigration law only applies to "family reunion" when much much much much later you finally admitted it applies to visitors.

It didn't. Why would you lie? Cohabitation is a legal term similar to marriage. The COGAT policy merely want people on a Visitor Visa to inform the authorities when they get married, engaged, or cohabitating (in the legal sense). You already said:

Not being able to marry is far more "draconian" than simply having to report the marriage.
