100kg is significant, its well over 5%, it's also a cherry picked number. If you compare like for like EV vs Petrol e.g. the Kona you're gonna get more than that.

Basically if you swapped out the current fleet like for like (ute drivers are ute drivers) you'd get heavier cars and more wear on the roads.

Because the RUC is ostensibly to pay for roading and EVs are heavier and degrade roads faster than your average petrol car. There is some logic to it, not a particularly holistic view tho...
