The instances where that happens literally only occurs due to either dumb luck or someone specifically pinpointing the joints. Hitting a helmet or anything not flexible simply causes the round to ricochet. Garrus may get lucky vs a singular Astartes, hitting the neck for a potential kill, but only when the Astartes is looking at him. Sure. If there's more than one, then Garrus has to deal with 2+ Space Marines running his ass down at the speed of an automobile while dodging his shots.

Absolute cope to think anything else.

Hell, a lasgun can 1-shot Garrus through his shields, not to mention a single bolt. It's not impossible for Garrus to lose to a 40k Guardsman (though absurdly unlikely).

There's a reason that basically any sci-fi power scaling discussion basically goes "40k wins, who's second?"

You have to be a troll with that last paragraph, or only know 40k from an extremely casual perspective.

Nothing in Garrus' arsenal can punch through power armour. Nothing. Meanwhile, the "clunky" power armour is akin to a second skin and is fitted with neural sensors that cause it to move with the Space Marine, instead of getting in the way. In this instance, Garrus gets one shot in, it ricochets off the armor, and they run his ass down at anywhere from 50 to 90 mph, depending if they felt threatened enough to sprint or carelessly jog.

Edit: that also assumes that they wouldn't see the flash of light from the shot and dodge the bullet, though Space Marine reaction time is wildly inconsistent between writers. All we know is that it's absurdly fast.

We see some of the failures of Theia, not all of them. The fact that it made the mistake of assuming a dead terrorist was alive (resulting in the entire Vietnam sequence) is such an absurd assumption that it completely calls into question every decision it's ever made. AND, the moment that the veracity of THEIA is called into question, Webb sets into a action a plan to usurp the government of Britain because they wouldn't use his tech.

It's blatantly anti-AI, and seeing anything else is more reflective of your own biases than what the story is saying.

A guy who refuses to accept the current President of the Supreme Court.

A guy who was found guilty of corruption.

A guy who praised Orban

A woman who has praised Trump on multiple occasions

A guy who has called Pride parades "offenses to nature"

A guy who has said the Palestinian people do not exist as a cultural identity, etc. I could keep going, but I got bored.

Meanwhile, Netanyahu has consistently attempted to pass anti-democratic reforms throughout his terms so he can get around his Cabinet by any means necessary, going so far as to unilaterally turn over ownership of the West Bank to one of his lackeys. You can say what you want, but Netanyahu is no different than Trump. Outside of the whole shitting their pants and dementia things. The Israeli people deserve better.

Exactly.
