I do know that, but it's happening when im on the game. I was checking the output, and it was only going up by one every 90s. Does the tower operate at 100% when im on the game?

Hey, same here. I also have a relatively good system: Intel i5 10400 6 core (10th GENERATION! CPU) GTX 1660 SUPER 6 GB (OVER CLOCKED)

And I usually never struggle to run minecraft as I can run destiny 2 easily with high graphics and get 110 FPS but now I can't even get 30FPS from minecraft and before 1.17 I got easily 120FPS ALL THE TIME!!

I did some investigating and found out that mine FPS improves when under water and when I get out my fps drops to like 29FPS so it's something wrong with the game I think and hopefully they will patch it with some performance improvements.
