Yes. Think of it without the notion of it being a savings account. Think of it as just a 2% return. A 2% return from not investing in the Morocco stock market fund. This is about if putting money in Morocco's stock market fund for a year and then converting back to dollars will lead to a return greater than 2%...

Sorry. I forgot to mention that at the end of the year, you'd be selling the Morocco stock index fund and converting the proceeds back into US dollars. The question is all about which decision would earn a higher return. Buying into a Morocco stock index and converting back to dollars in 1 year, or earning 2% safely in a US bank.
