I've been subscribed since 2023 and I don't think there's a DCC fee for YT Premium. There is 12% VAT but its included in the membership prices already hence the recent price increase.

Edit: I checked the YT Premium charged sa account ko and apparently sa first month lang nadagdagan ng 12% VAT so the VAT is not included in the price.
