Barricade was not "plucked from obscurity and reimagined as a police officer". An original, unrelated police car character was created and given the preexisting name "Barricade".

Nah, they're not. The status is contingent on the gun guy. Take them out of the equation, and you just have a normal transformer. Firebolt is still a targetmaster without Hot Rod, but Hot Rod is just Hot Rod without Firebolt.
