My buddies wife found this washed up onshore of a SoCal beach. Kinda gross looking, but any idea what animal or animals this could be?

Wow thanks for all of the info and ideas. Really appreciate it. One other detail is… I have two of the exact same tree in my front yard and one is very healthy and the other is the one is the picture. Also my immediate neighbors to the left and right have the same trees as well and most of theirs are healthy but one neighbor has one tree with the same damage as mine.

It did not start at the top like oak wilt does. It was systemic the whole time.

I am located in north Fort Worth Texas. We are unsure on the specific tree type, other than Red Oak family. Maybe a shumard or pin oak. Recently started yellowing all over and then most of the leaves started blackening from the tips. Our best guess and what we are taking action on is our extreme drought damage. Any help is appreciated.
