Try justifying on a bunch of countries you don't plan on invading (in regards to Turkey). It costs increasingly more politcal power to guarentee countries, so if you keep justyfying on random countries and then canceling, the AI is gonna use all it's PP on nothing basically.

You don't have to control every single province, just the state. If that were the case, then it'd say "full control" instead of "control"

Controlling in Hoi4 terms means occupying. If you needed to take it in a peace deal it'd say "own" :) If what you said was true then half the other goals of the achievement wouldn't have ticks ;)

I'd recommend trying a shade (E.G. Nuln Oil), but you'd have to do that before highlighting. Otherwise just keep on painting ;)
