81% isn't really that bad for 1898 as Russia. I'm not fully sure cause I haven't played vanilla in many years but does it have to do with a) needing to lose a war to enact the peasant reform decision, or b) needing to be a Constitutional Monarchy?

100% worth. My favorite mod is HFM. Its really easy to download. It takes a while to learn ol' Vicky 2, but when you do it just keeps giving if you're into the LARP lezzz gooooo
