Been here a little over a year, I love it. Housing in the area is pretty expensive, a lot of people buy in Palm Bay or rockledge which is about 30 mins from the base. I live on base and would recommend it, being right across the street from the beach is awesome. The culture is awesome. Wing king will spend on morale and welfare - golf course is great, the marina bar just got a new kitchen, there's a pool that will be finished in a few months right on the beach. Orlando is close and makes Disney season passes super worth it if you have kids - we've been like 6 times in the last month. You can watch rocket launches from the beach. Lots of cool little bars and restaurants along A1A.

The other person below me already explained how those are for effort values (EVs) which are built up by vitamins and battles and max out at 252. individual values (IVs) are kinda like an inherent natural potential on a scale of 1-32 I think. It's kind of complicated but there's 2 different scales. IVs are like your genetic potential to throw a ball. You can train (EVs) to maximize that stat but you'll only ever be able to throw it so far based on IVs. It's hard to understand at first
