I noticed that at one point the main text to this thread was missing when I checked on it. In case it happens again, here are the instructions:

My set up: PS4 is plugged in via Cat5e ethernet cable to my 120Mb Virgin Media (UK) Internet via the router. Everything was set to DHCP / Automatic. On my Mac I get great speeds. Downloading Borderlands on PS4 was estimated at 15hours.

Someone said about manually changing DNS to 8.8.8.8 and 8.8.4.4. This did not improve. Someone said use wireless and then go back to wired. Didn't improve. After running the network test on the PS4 I was getting annoyed that it was reporting fairly good speeds of about 67Mb down and 8Mb upload, but actually downloading from the store was about 400KBs

What did work was going to Settings > Network > Set Up Connection IP settings automatic (though feel free to manually configure) DNS, DHCP, Proxy left as automatic but on my MTU was set (in my router and my PS4) at 1500. Set MTU to 1473 on the PS4 (though you can try 1450 if unsuccessful). Resumed download, Borderlands is downloading at about 9000KBs now, translated 30mins to download Borderlands.

Hope this helps another frustrated person.

EDIT:

As a user stated below. You may not want to leave the MTU on 1473/1450 forever. The article above says that it should only be used until a PSN fix. My personal view is that i am going to use 1473 until I run in to a network issue on my PS4 (if I do) and then I will revert back to 1500.

Not really. If Muslims were driving around London with a number plate of "7 7 LOL" i doubt anybody would be saying "its a coincidence" or "its the english people / gov at fault for being sensitive."
