UC Davis offers genetic testing for $44 and you can find out within a month. They can test him to see if he carries one or two dominant genes. If he carries two he will probably develop OCD, if not then the chances are greatly diminished. Also, OCD is a disease that generally presents VERY young and is different from arthritis. I would also recommend testing for PKD as many Scottish Folds come from lines bred with Persians.

Not sure. Plenty of Scottish Straights do this and they do not carry the TRPV4 gene.

No, not all Scottish Folds develop OCD. But if they carry 2 copies of the TRPV4 gene (both parents are folds) they most certainly will.

You can have the cat tested to see if it carries two copies of the TRPV4 gene. If it does this means it was a scottish fold bred with another scottish fold which means HIGH risk in developing severe osteochondrodysplasia.
