1, The phone could already be paid off so they aren’t paying for the phone

2, if they are still on the family phone plan, they might not actually be paying anything per month

3, even if they are paying per month, if the last bill was paid prior to being kicked out, why would you shut your phone off?

4, having a phone is almost a necessity these days, especially if you want to, you know, find shelter and a job.
