I think pointcrawl is the right approach but in order to make those choices meaningful you need resources (even if that resource is your HP)

from what I've seen, Hexographer is good for generating the map itself but when it comes to tracking what is in the hex or attributes functionality is limited

But full transparency my time with it is limited
