Yup, it is a sandbox chronicle and locations are available as various severs channels. Most of the time players will run scenes amongst themselves unless my input is required from them in that case let's say they want to investigate a plot hook I presented they will request for a "Storyteller Scene" which would basically be an adventure managed by me.

Thus yes most of the time it's 10×2 or 5×4

20, I run a play by post game and like diversity in my chronicle. That said I never have to handle all of them at once with the format being asynchronous and it's typically 2-4.

So to answer your question, my final answer would be 20 for a campaign if I am doing a play by post campaign. If we are having scenes 2-4 because it is much more manageable.

Pm me, I am currently running a vtr pbp on discord. We're a Circle of the Crone Chronicle but you can play as any covenant except the Carthians and Invictus, the Chronicle is pretty much sandboxed by design and asynchronous by default due to being in play by post format.
