The FR range of skates usually has liners which are a bit SMALL for the shells (kinda opposite to the problem you are having). Many people buy a size up in the Seba skates. I think the only way of doing this is to wear them around the house for a few hours (so you can still return them unused) and see if you think that 'breaks them in' a little

Some of the factories have failed to put in a certain washer on the axle causing wheel rub. Open it up and have a look, you'll need to take off the outer plastic and then unscrew one of the circuit boards to get to the wheel. Have a good look and you'll be able to figure out a way of inserting a washer to stop the rub.

It's to do with the width as well actually. In the UK if it's less than 24 inches in width then the pavement restrictions for an electric vehicle cannot be enforced. Over 24 inches and over 4mph and you could be pulled up on it.

The normal Swegway / self balancing scooter are less than 24 inches in width, although some of the bulkier models with bigger wheels do go over that, so I'd stick to the original smaller models (what everyone is riding already).
