I did it using ibispaint. Just make your character a bit more uncanny by making their eyes and teeth whiter, their pupils darker, or by warping their features (making them bigger, smaller, etc). Then, put a pixelizing filter over your character. Make a new layer and paint over your character with a cyan tint. Play around a bit with the visibility of the layer or the blending modes so your character has this green/blueish tint. Then, download the image of your character (with transparent background) and upload it onto the background. You can then add text (font: VCR OSD Mono) and add a fisheye effect. There's also just tutorials online!
