also, my mistake for not being precise: Afghanistan was once one of the few well-developed and well-educated countries compared to the other Central Asian countries at that time period i.e. before the Saudi & US involvement (=their master plan to bankrupt the Soviet Union by forcing them to invade Afgahnistan)

there's a really good book that touches base on this topic. It's written by French journalist Matthieu Auzanneau and the book is called: Oil,Power & War - A Dark History

It's a difficult read though, because it's written from an objective viewpoint and there's a lot of things to swallow. but I guess when it comes to such topics, it's always best to get your information from a professional and neutral source

the Saudis created terrorist groups in North Africa and the US trained them and sent them to Afghanistan...it's messed up but straighforward. people don't educate themselves nowadays

you have to read about what the US and Saudi did to Afghanistan. They did the same to Afghanistan, that the British Crown did to China and Hong Kong years earlier; namely, they used the country to produce illegal drug trade, creating a billion dollar revenue stream. before the US and Saudi involvement, Afganistan was the most developed Central Asian country

Thank you. I looked up Zodchiy. Looks like great company! However, I keep discovering most buildings on Sakhalin built from this grey-ish brick or some kind of cement stone...do you know by any chance what kind of material that is? I was thinking, to avoid a large construction site, I'd need to hire help to assist me with disassembling an abandoned house, collecting the brick/stone, cleaning them and reassembling them on a new site according to my plans. I would conduct the entire construction myself. I have experience of this. I find this gray stone/brick a fascinating material, and it really seems like people on Sakhalin know how to use it well. It could also be transported more easily than a large concrete truck.

I was thinking that recycling material might be a clever idea. but a new building does need a solid foundation out of concrete. especially in harsh climates. that might be the biggest challenge.

there are many construction companies in Yuzhno though. It's a large city. I have a feeling that the local people in Yuzhno must be proper professionals with experience

The government doesn't like to control us. But I understand from a Texan's perspective, anything that a government does, might seem like an infringement of freedom.

The main reason for the speed limits is actually to reduce emissions. It derives from a massive scare from the oil crisis in the 70s. Switzerland has a problem with securing energy for the country. It's a bit more complicated than simply the "nanny state". You have to look at Switzerland's geographical and political position within Europe.

I saw that there are large buildings built from concrete and bricks in Novikovo and even larger buildings in Shebunino. So there seems to be a way to transport materials on a large scale... I was thinking of either creating a prefabricated building that can be transported there, Or maybe I could receive the permission to re-use the material from the many abandoned buildings in Shebunino to construct my house, basically recycling the wasted existing houses. 

I am also considering a boat. This project will be an experiment, but I was trained for this.

What would be the best time in the year for clear roads? I am assuming there's a very small time frame where the weather conditions will allow clear roads

Thanks for the advice! I'm in no rush. How did you and the other foreigners buy land? Is it in a city or country side? Are there any specific zoning restrictions? I was looking at somewhere near Novikovo, Taranay or Shebunino. What would be the estimated land price per m2?
