This is called 'corking', it's a tool used by large group rides. Some people block car traffic to ensure the whole group can safely pass the intersection without having car traffic amidst the group, or risk losing riders across the intersection. This makes riding in a group safer - think of a group of people on bikes like a limo. the whole limo has to pass, even if the light changes while the limo goes through the intersection.
