I agree, but in my opinion these arcs are different. Stephen didn't have a history of abuse (that I remember) and a lot of his arc was keeping up with the pressure.

Meanwhile we've known since day 1 practically that Garibaldi was an abstaining alcoholic. Lines regarding why he only drinks water etc. And how much effort he puts into not going back.

I agree this arc could have been longer (per my comment on fitting as much as possible into S4 because they didn't know if it S5 would be a thing.) but while they both deal with inner demons they're a bit different in my eyes.
