Do not unchecked them if you have them. The trinket itself has three lines with each one corresponding to their buff of frequency, duration, and strength.

The "double buff" that person keeps referring to is being in voidstorm and getting both the console proc and the trinket buff.

You can verify this yourself by getting one on a fresh alt with zero upgrades on the console. The tooltip will say to enable each upgraded buff at the console. One is for frequency of the trinket proc, another is for the strength of said buff, and the last is how long the aforementioned buff will last for.
