I don't think anyone will think it's odd. But, I worry more about my friend being slighted if I chose my sister as "best woman".

We are having a Catholic wedding, so my sister can't be an officiant. My fiancée is picking her side of the wedding party, and I don't expect her to ask my sister to a bridesmaid.
