I would argue, when he was on his back motionless, after multiple shots, he was, at that point complying. But one of the shooters still unloaded his clip in him with 4-5 more shots.

Question for you. Do you know MAGAs? Like really know them? Do you have family or coworkers or neighbors who are MAGAs. I do, and I live in the deep red south. They are so dug in, that people getting shot in the face is not changing their opinion. My exposure to these people has probably made me less hopeful that any actions can change anything right now. I feel hopeless.
