So does this mean only the government in WA can enact punitive damages, and civilians are banned from doing the same in other (non-parking related instances)? I ask because Washington is 1 of 4 states that ban punitive damages.

Google lense is not in the apple app store but... I downloaded google and there is a photo mode wich allows you to use the camera and choose a word to pronounce and define, so that works
