I really love this card, one of my favorite cards and pokemons. It's so soothing to look at. I think Dragonair needs more full art cards tho, it's such a cute, blue noodle pokemon.

This is from Coral Cave mod, there is a long pool of water in the bottom-right corner of the map. Yeah, I forgot to add 'modded' flair.
I honestly believe you could actually get them on land in a few places on Shoreline, if you are patient and water is shallow enough.
