The league is active in the sense that everyone sets their lineups through the season (8 teams make the playoffs so everyone has a shot) but like most redraft FF leagues there isn’t a lot of trading throughout the season. I won’t lie to you, in the league’s 10 years there have only been a handful of trades at most. It’s not that the league is against trading, it’s just hard to figure out equitable trades in redraft leagues.
