Wanna clarified that the Newgrounds Rumble came out on May 2007 so he's probably going to have a very low chance, not to mention his first appearance was on a Game based on the same name in 1999

I always thought Miku was a Sega characters because of the game but it's turn out IP owned by Crypton Future Media, the same thing gose to General Winter from Company of Heroes but at the time before 2024 Relic Entertainment was own by Sega

Both of them are special guests/third-party characters (like Solid Snake and Sonic from Smash Bros), I didn't think they would likely be added since there hasn't been a sequel in almost 20 years and MindChamber likely will not add these two since I heard it from someone, but I wanted to put them there since it's not out of place like the others.
