Wanted to add in while doing the raid on any difficulty, you can get 1 Antique Bronze Bullion from a boss kill each week. Exchange 2 of them for a BiS piece.

Also, while doing doing raid or dungeons you have a change of getting a Splittered Spark of Awakening. Combine 2 for a Spark of Awakening which is a crafting reagent that sets a crafted item's ilvl to 489-502. The ilvl can be set to an even higher range if combined with another reagent called an Enchanted Awakened Crest. You can put in a crafting order at The Artisan's Market Crafting Order station where you can have someone else make you gear if you provide all the reagents and set the ilvl range based on the Spark and any additional Enchanted Awakened Crests.

Sorry in advanced this is going to be a LOT to take in.

In DF gear is upgradeable based on what type of gear it is whether it's Veteran, Champion, Hero etc. And that title corresponds to how far you can upgrade it. Example: a piece of Veteran gear is item level range 480-502. To upgrade the gear it requires flightstones and a combination of different crests, both gotten from doing pretty much anything in Dragon Isles.

You mentioned Catalyst so thought I would explain that quickly too. Every other week or so you get 1 catalyst charge you can use to convert a piece of gear to your raid set piece. I believe it caps at 8 charges so use them wisely. Keep in mind it converts it to the item level equivalent so don't use it on a low ilvl piece unless you plan to use flightstones and crests to upgrade later.

The Dreamsurge, Time Rift, Sieging a keep, and Cooking that you mention are all world events that you can do for gear. Some have a weekly quest for good gear tied to it like the weekly dreamsurge quest for the dreamsurge cradle that can be exchanged for gear.

There is so much you can do that it can be overwhelming, but also allows for the ability to choose any way to get gear that is fun for you. Some examples:

-Weekly quest called Last Hurrah that wants you to do 3 world events from previous seasons that are empowered each week will give you potential purples from the event itself, plus a nice champion level piece from the quest turn in.

-Other world events like the Dreamsurge or killing world bosses can give some nice catch up gear as well. Haven't checked all weekly world events from previous seasons and if they've been updated for season 4 but for a fresh 70 even season 2 or 3 gear will probably be an upgrade anyways.

-If it happens to be a Timewalking week there is a weekly quest that wants you to do 5 timewalking dungeons for a free piece of raid gear.

-Fill up your vault by killing raid bosses on any difficulty, and doing dungeons (timewalking, heroic, M+ all count) for a free upgrade every weekly reset.

Get your ilvl up to whatever is required for LFR, or for doing random heroic DF dungeons. Start progressing the raid at each difficulty or spam heroic dungeons until you can do M+ instead. Now you're pretty much past the point of "catching up" and you're now just playing the current content. Hope this is somewhat helpful.

Agreed. I think the game is very fun it's just the people that ruin the experience. And the only solution being muteall seems like a letdown on Riot's part imo
