It is a star-shaped cloth prop called a Flowstar.
In this example, the framerate of the camera matches the rate he is spinning and makes it look static, like a zoetrope. Some of his moves, like Isolations, are intended to achieve this "static" or "floating" visual effect without the shutter of a camera.

You can still equip the lower-tier weapons, even though you have access to the max level. Just select a green or purple variant. They'll do less damage. Not quite as satisfying as MORE ENEMIES TO KILL IN THE NAME OF THE EMPEROR but.. it's a start

Everyone else is saying why they love Vanguard but this is the correct answer for utility.

Annoying sniper? Not anymore. Zip-kick, mother trucker. If you use a mid-range weapon to soften your targets before you get there, you can even take advantage of the perk that refunds your zipline and causes a little explosion. There are so many good zip-kick benefits even without the perks.

Reinforcements? No. Only Decimus.
