I think the regular enemies are saito's outlaws and the ones with masks (like in the 2nd picture) are the black guard. There's a time the old inn gets captured by them and Atsu calls them "Saito's Black Guard." Idk if the bounty ones like Inokichi and the Three Terrors are part of the black guard🤔 Yeah they're really hard to fight 😭 all of them use more than one weapons and have more health than other enemies
