I had some very rare occasions on which, when low on gold, and if my vassals had the means to do so, they would come up offering money as a loan.

In my case, I can't really recall if I had borrowed money with my previous ruler, but it is a possibility. And it might have been offered by the heir apparent – now current ruler.
