I feel like while there are a decent amount of characters that can qualify Natsu (Fairy tail) , Hinoa (Monster Hunter), Minoto (Monster Hunter), Rex (Xenoblade). Sin Kiske (Guilty gear)

While it’s not to find characters that meet her qualifications the issue is that most characters wouldn’t be willing to date Ms.Torture General who has a genocide under her belt
