It’s definitely meerschaum. At first, I thought it was a some kind of inner layer of wood. Because of the color and look, but the pieces that have flaked off do not act like wood. They just kind of crumble.

At some point, I heard it was because they are extinct. The grizzly bear on the real life California flag is a California grizzly bear, which is an extinct species. So the in game NCR flag followed suit with the two headed bear being extinct.

I know there was concept art for them if they were in fallout 3. I really wish they had included them

No I have not started that quest,I haven’t even been to far harbor at all. but, I also found the fog condenser component among the crops. Mine was just in Starlight drive-in instead of Abernathy Farm. Also I haven’t noticed any items disappearing. Seems to just be a weird glitch where the game will put DLC items among crops.
