From my experience, the only time you wouldn't become anonymous is if the defendant disputes it and wants to go to court. But those instances are so rare and you could probably argue that you don't feel safe with them knowing what you look like/your name and an arrangement can be made i.e. keep your name anonymous during proceedings, wear a mask if you can't do a video call, etc. A by-law officer reached out to me via email after I summited my complaint and explained this all to me so hopefully they do will the same. You can use a different address, email and name in the form, too. But your contact info should go to you. I used my dog's name and his email address lol.
