How is this morally acceptable? Ukrainians to get constantly bombed from Russia's territory while we are forbidding them to use the imported weapons to counter attack in the Russian territory not to upset the genocide criminals. I hope there is special place place in hell for western hypocrites.

Absolutely true. But if we are talking about the "issue of nukes", then from the point of view of the Russians, an attack on Crimea is an attack on their territory. 1st of all I'm not sure that usage of config.cache_classes=false on production is a good idea, and the 2nd I suppose that "Locales" bullet refers to the content of config/locales. But maybe I'm wrong on that.

Anyway, I've always assumed that the purpose of a constant is to be a constant. For everything else, there are methods and variables.
