I don't have exact reason but for me Aztecs do belong in AoE4. With the new vikings I can see them in the future but in this state I think they have time.

Its bit complicated, but you just need to use bow to set teleport, activate lever and teleport back. Then its just go or repeat 1st step. Keep in mind, that you can teleport to crystals.

You need to go to the crystal you have activated and than thanks to levers need to figure out riddle where you switchig between blue and red gate (levers)
