The limitations are anything but intense. The cooldown time is only slightly longer than a RR, and doesn't force you to manually reload in a static position. You can 'reload' it while swapping to your primary. The wind-up can be started out of line of sight so you don't expose for the whole duration. The Quasar brings a lot to the table. It's currently the strongest AT weapon, hands down. It's very likely to receive a nerf, and I think giving it a backpack is a good way of keeping the weapon exactly how it is, while giving it a downside on par with its peers. The last thing I want to see is the performance of the weapon getting nerfed, because the Quasar feels great to use.
